I just bought factions but dont' own phrophecies...can my chars go to Tyria meaning technically buying factions means I own both games?

You cannot go to Tyria unless you have purchased both games. The opposite is also true.

Yep, and your canthan characters cant go to tyria for a while. (must compete some higher level quests I think.)
